Surprisingly way better than the first book. Katniss has some necessary growth that allows her to be far less annoying. She is still naive at times, but definitely not as useless in the thoughts-and-planning department and for sure has more confidence. The action and political intrigue also up their ante, leading to better world building and a more engaging book.
